Report from WPLTN Steering Committee Meeting

Executive Meeting held 22 September with Hiroo Kunimori, CRL, Yang Fumin (Chinese
Network), and Vladimir Glotov (Russian MCC), Fax report from John Luck, AUSLIG received at
the venue, including Australian Situation. Attendance of NASDA.
National Report and Action Highlights
Campaign
GIS (Geographic Information System) Infrastructure for Asia and the Pacific, a campaign
of simultaneous observations at GPS, SLR, VLBI, DORIS, and PRARE permanent geodetic
observation sites Asia pacific region, during October 1997.
AUSLIG, Australia is taking a principal roll to execute this project. Endorsed by the
14th United Nations Regional Cartographic Conference or Asia and the Pacific, February
1997.
Nothing special action will be required but to observe the major satellites with as
much quantities (passes) as possible and send WLNP to CDDIS as usual. Update of a local
tie information between different which have not been yet registered in ITRF94.
Japan (H. Kunimori)
- Keystone SLR in final phases of engineering test will start formal observation in
October 1997 on a single baseline between Kashima and Koganei.
- HTLRS: Remote island campaign by JHD is going on from July to November 1997.
- ADEOS stopped spacecraft function in early July and had to declareto cease worldwide SLR
observation.
China (Yang Fumin)
- Network status (Yang Fumin) Number of passes, Filter performance, Mobile station
development
- Changchun SLR upgrade was performed in August by WPLTN mission, deploying Portable
Calibration Standard, CSPAD and multiple ground targets with re-surveying. With precision
better by factor three and accuracy we assessed at this moment better than 1 cm, will
continue parallel observation to reveal the characteristics and source of bias.
- Kunming Upgrade Efforts by US initiatives.
Australia (H. Kunimori on behalf of John Luck)
- DAS, the Department of Administrative Services, of which AUSLIG is one division, made
the decision last year to market Test its SLR and ancillary functions (GPS, DORIS, Time
Service) for OUTSORCING to private sector, as a result, after RFP process, AUSLIG is
negotiating a contact with a company to supply SLR system and operate it at Mount Stromlo
Observatory. Consequently, Orroral will be closed sometime next year.
Russia (H. Kunimori, Vladimir Glotov)
- A quick-look bias analysis on Lageos1 and 2 Report from MCC has been test-serviced since
January 1997 on a weekly basis for SPLTN stations. Comparison with other analysis center
and improvement is going on.
- WESTPAC scheduled to launch officially in this year. Some delay could be anticipated due
both to technical and administrative reason. MCC set up the acquisition, tracking and data
service infrastructure or WESTPAC, and tested through by CEIZ mission. MCC and WPLTN
secretary will prepare the Laser Tracking Support Plan and submit to ILRS CB/Mission WG,
earliest possible.
Discussion continues regional contribution to ILRS by Nominating*:
- MCC as Associate Analysis Center
- CRL/NASDA as a Japanese network data center
- SHO as a Chinese network data center
- AUSLIG as an Australian network data center
- RISDE as a Russian/CIS network data center and
- CRL a hub of Operational center in WPLTN
- No candidate nomination for Regional Data Centers
