The general Subcommission membership was invited as observers to the Steering Committee
meeting which followed the plenary session. Discussion continued on the ILTN and its Terms
of Reference.
The Central Bureau is envisioned as the primary contact with the community,
facilitating the policies set by the Governing Board and supported by the activities of
the Working Groups. The functions of the four standing Working Groups are well defined;
some issues of interface and overlap still need to be resolved. The Central Bureau will
oversee the ILTN activities on a daily basis, providing communications within the ILTN,
policing adherence to standards, and, in general, being the "keeper of the knowledge
files". The Central Bureau should "know where everything is".
Analysis Centers can still submit individual data products to the IERS, but the
Analysis Working Group needs to develop the skills to combine and compare results from
different centers.
Proposals will be solicited for all ILTN participation. Everyone needs to make a
commitment if this endeavor is going to be success. Current entities such as the stations,
Operations Centers, Data Centers, and Analysis Centers need to reiterate the functions
that they will play within the network and agree to adhere to the standards and
performance specifications set by the ILTN. A proposal will be solicited for the operation
of the Central Bureau, which can be distributed among several organization, using
available infrastructure and resources to best advantage.
The solicitation for proposals will be issued late this year, but organizations are
urged to begin developing strategies for the basis of their proposals. It was suggested
that we consider a pilot stage for a year or two to work out some of the issues prior to
full implementation of the ILTN. This option will be examined, but a reduced pilot phase
may only serve to delay the surfacing of the real issues.
Everyone is requested to review the Terms of Reference in the light of these
discussions and report any additional ideas and comments to John Degnan by the end of
June. John plans to iterate the document with the community in July.
The Subcommission Steering Committee will meet in London during the third week of
September at the Remote Sensing Symposium to review the updated draft and draft material
for the ILTN solicitation. In the meantime, John will prepare an appendix of general
information to be circulated with the updated draft and will contact Ruth Neilan for some
advice on the preparation of the RFP.
A Subcommission meeting will be held in conjunction with the EGS meeting in April,
when, hopefully, we should be in a position to review the incoming proposals.
